As we all know, there are a lot of things that are confusing, or lacking of details. There are also things that everyone wants, but not everyone should get. This is just a random list of some of the general rules of thumb for the more widely known and popular Bloodline techniques, for what will and will not be allowed.
First off, this is the most important, and applies to both numerous canon abilities as well as many custom things that might be attempted...
This does not apply to sealing techniques. If by some circumstance you encounter a bijuu outside the host, those who have a powerful sealing technique can seal the bijuu into a new host (or whatever else you so choose). You can NOT, however, control or manipulate bijuu. We won't allow Yamato-esque techniques to do it, we won't allow those Madara wanna-be's to do it.
Sharingan: You aren't born with a three-tomoe Sharingan and an expert in how to use it. You have to learn and go through tough experiences to activate each tomoe. If you want your character to have it fully developed, you must either RP it out over time, or add the details in your history as to how you gained each tomoe.
Mangekyou Sharingan: We all know how horribly overpowered this thing is, and for that reason, we will be VERY strict on how many are allowed and who gets them. Most importantly, you should be an exceptional role player. This doesn't mean that every one of your posts has to be ten paragraphs in length. It does mean that you must be very in depth with your characters history, personality, skilled fighter (doesn't god mod, etc.), and such of the sort. Even if you have proven that you should be allowed to have it, we will still only give it to a very small number of people. Ace will be in charge of the Mangekyou list, and he will set up the further rules on this soon.
Byakugan: Not everyone knows of the blind spot. In fact, most people don't know of it unless someone has told them of it, or they discovered it the hard way in combat.
Kaguya Clan: Chances are, you will NOT be as strong as Kimimaro. Not only was he the strongest in his entire clan, but he had the strongest curse seal. Basically, just don't think that you'll be able to make an uber godly weapon and raise an entire forest of massive bone spikes without damn good reason.
Rinnegan: Only one exists at a time, and it is currently taken. Unless something big and crazy happens in the future to change this, it's entirely off limits.
